On Monday morning, the Council will address fisheries items:
Continuing their discussion of the reform of the common fisheries policy (CFP), ministers will hold a debate on the proposal for a new basic regulation, which is aimed at ensuring sustainable management of fishery resources and contributing to the availability of food supplies (12514/11).
The Council's debate will focus on the integration of environmental policy requirements and the commitment to achieve maximum sustainable yield (MSY), i.e., the maximum catch that may be taken from a fish stock without jeopardising its renewal (see presidency questionnaire in 9155/12).
Ministers will also discuss a proposal for a new European Maritime Fisheries Fund (EMFF) (17870/11), designed to support the implementation of the CFP and to further develop the EU's Integrated Maritime Policy. The debate will be based on a presidency questionnaire (9153/12) focusing on the budgetary resources to be made available under shared management between member states and the Union and under direct management by the Union.
On Monday afternoon and Tuesday morning, the Council will address agricultural items:
Within the framework of their discussions on the reform of the common agricultural policy (CAP), ministers will hold a debate on the "greening" of the CAP, or in other words, the objective of making agriculture compatible with the environmental requirements for sustainable development. One of the key instruments to achieve this goal would be linking part of the direct payments to farmers under CAP support schemes to the fulfilment of those requirements. This is a cross-cutting issue of the CAP reform, concerning in particular the proposals for regulations on direct payments (15396/11), on the financing and management of the CAP (15426/11) and on support for rural development (15425/11).
The presidency will hold a press briefing in the Council press room on Friday 11 May at 14.00.

The Council configuration on Agriculture and Fisheries (AGRIPECHE), consists of the Ministers of Agriculture and/or Fisheries of the Member States of the European Union. The Council formally presides a meeting once a month. The Council is free to preside several informal meetings as well.
In the Council of the European Union, the ministers from the EU Member States take a joint decision on the policy to be implemented within the EU. The Council is supported by the Committee of Permanent Representatives, which prepares decisions and guards the implementation and adherence of the decisions monitored by the Council.
