I INLEIDING

2005 wordt een cruciaal jaar voor de Europese Unie. Europa moet meer groei en meer banen creëren door nieuw leven te blazen in de strategie van Lissabon; het moet de middelen verschaffen om voorspoed, solidariteit en zekerheid te versterken via overeenstemming over de financiële vooruitzichten; het moet de burgers in Europa meer vrijheid, veiligheid en rechtvaardigheid bieden door uitvoering van het "Haags programma". Er moeten belangrijke beslissingen worden genomen die een rechtstreeks effect hebben op de toekomst van de uitgebreide Unie. Tegelijkertijd herinnert de Grondwet de Unie eraan waarom ze bestaat en waar ze naar toe gaat. De Europese Commissie heeft een centrale rol bij het ter hand nemen van deze agenda en is van plan de betrokken doelen energiek en vastberaden na te streven.

In 2005 verdienen de volgende politieke issues bijzondere aandacht:

· De economische groei in Europa blijft steken bij iets meer dan 2%. Dit lage groeicijfer is

niet genoeg om de werkloosheid aan te pakken. Het toont aan dat Europa grote moeite heeft om concurrerend te zijn en de voornaamste aanjagers van economische groei te stimuleren.

· Over de ratificatie van de Grondwet zal in alle lidstaten een stevig politiek debat worden

gevoerd. In dit debat zullen de meningen, evenals in andere debatten over de toekomst van de Unie, flink uiteenlopen, maar zo'n debat kan er ook voor zorgen dat het publiek de Unie beter leert begrijpen.

· De onderhandelingen over de financiële vooruitzichten geven de Unie de gelegenheid om

ervoor te zorgen dat een van de belangrijkste middelen waar zij over beschikt, namelijk de begroting van de EU, wordt gericht op een zo groot mogelijke effectiviteit van de Unie, in overeenstemming met haar doelstellingen.

· 2005 wordt een cruciaal jaar om ervoor te zorgen dat de pas uitgebreide Unie goed

functioneert.

· Er wordt bijzondere aandacht geschonken aan de uitvoering. De Commissie is volledig

toegewijd aan de uitvoering, in de loop van dit jaar, van de in bijlage I genoemde prioritaire voorstellen.

· Er moet nadrukkelijk volgens de hoogste normen worden gepresteerd volgens de hoogste

prestatienormen en verbeterde regelgeving. In deel III van het werkprogramma worden de bedoelingen van de Commissie nader uiteengezet.

Het werkprogramma dient ook om alle EU-instellingen te helpen hun werkzaamheden doeltreffend te plannen. Aangezien uitsluitend de nieuwe prioriteiten van de Commissie worden behandeld, zullen de andere instellingen ook een volledige lijst ontvangen van eventuele andere besluiten die in het komende jaar in het kader van het interinstitutionele proces moeten worden genomen. Hieruit blijkt dat de trend zich gelukkig beweegt in de richting van coördinatie van de werkzaamheden van de instellingen een punt dat het Europees Parlement bij de goedkeuring van de nieuwe Commissie heeft benadrukt. De Grondwet biedt de volgende logische stap door te voorzien in een interinstitutioneel meerjarenprogramma dat de Unie een gemeenschappelijke strategische visie moet bieden. De strategische doelstellingen voor de periode 2005-2009, die tegelijk met dit werkprogramma door de Commissie aan het Europees Parlement en de Raad worden voorgesteld als een gemeenschappelijke basis voor de werkzaamheden van de instellingen, zijn geïnspireerd op het bepaalde in de Grondwet.

II DE PRIORITEITEN VAN DE COMMISSIE VOOR 2005

In februari vorig jaar zijn in de jaarlijkse beleidsstrategie voor 2005 de prioriteiten voor actie voor het volgende jaar uiteengezet, alsmede de belangrijkste initiatieven om deze te realiseren.

Het feit dat er ieder jaar een beleidsstrategie wordt goedgekeurd, biedt de mogelijkheid voor een interinstitutionele dialoog over de prioriteiten voor het komende jaar. Het Europees Parlement en de Raad bestuderen de voorstellen van de Commissie grondig en stellen wijzigingen voor. Deze reacties worden gebundeld en geordend, waarbij de prioriteiten en belangrijke initiatieven zo nodig kunnen worden omgewerkt en in het werkprogramma worden opgenomen.

· een ambitieus nabuurschapsbeleid en een krachtig ontwikkelingsbeleid worden breed

gesteund.

De uitkomst van deze dialoog, de gedachtewisseling met de andere instellingen sinds het aantreden van de nieuwe Commissie en de opstelling van de strategische doelstellingen brengen samen de belangrijkste prioriteiten voor 2005 voor het voetlicht:

  • De centrale doelstelling is de verhoging van de welvaart door middel van een nieuwe impuls

voor groei en werkgelegenheid op basis van een sterker

concurrentievermogen.

  • Solidariteit en veiligheid zullen als aparte doelstellingen ter aanvulling van "welvaart" worden nagestreefd.
  • Doordat de legitimiteit van de Unie in Europa is versterkt, formuleert de Unie haar interne doelstellingen in het licht van een grotere externe verantwoordelijkheid.

De Europese burgers verwachten en verdienen het dat de Europese Unie zijn aandeel neemt in de verbetering van hun levenskwaliteit.

Een cruciale factor om dit perspectief te verwezenlijken is de overkoepelende doelstelling duurzame ontwikkeling. Het Europese model is gebaseerd op het beginsel dat acties die het concurrentievermogen, groei, werkgelegenheid, economische en sociale cohesie en een gezond milieu bevorderen, elkaar versterken. De aanpak van klimaatverandering is bijvoorbeeld een voorwaarde voor duurzame groei.

De burgers zijn vooral begaan met vrijheid, veiligheid en rechtvaardigheid. Tijdens de Europese Raad van november 2004 is het "Haags programma" goedgekeurd, waarmee een nieuwe fase in de ontwikkeling van een ruimte van vrijheid, veiligheid en rechtvaardigheid van start gaat, en dat als uitgewerkt actieprogramma dient.

In de volgende delen wordt een samenvatting gegeven van:

· de belangrijkste doelen in het kader van elke doelstelling;

· een samenvatting van de acties per prioriteit, waarvan de goedkeuring gepland is;

· een samenvatting van andere belangrijke lopende activiteiten van de Commissie die

bijdragen tot de prioriteiten in 2005.

II.1 Welvaart

Een opleving van de economische groei is de belangrijkste beleidsdoelstelling van de Commissie. Dit betekent dat er meer steun moet komen voor de belangrijkste aanjagers van economische groei als onderzoek en innovatie en dat per sector moet worden nagegaan wat de behoeften zijn, waarbij in het bijzonder naar diensten wordt gekeken. De Europese dimensie van de verbetering van het concurrentievermogen krijgt een nieuwe impuls door de tussentijdse evaluatie van de strategie van Lissabon. De voorjaarsbijeenkomst van de Europese Raad in maart biedt de EU en de lidstaten de gelegenheid om werkelijke voortgang te boeken in de richting van verbetering van het concurrentievermogen van het Europese model als de weg naar welvaart, werkgelegenheid, cohesie en milieubescherming. Maar zonder op de resultaten van deze evaluatie vooruit te lopen, kan de Commissie de vernieuwde Lissabonstrategie voorbereiden via een reeks op de aanpak van enkele belangrijke factoren van een succesvol groeibeleid gerichte acties.

· Een gezond macro-economisch kader is van essentieel belang voor een gezonde economie.

De hervorming van het stabiliteits- en groeipact zal bijdragen aan de stabiliteit via een hernieuwde overeenkomst over de regels waaraan het pact moet voldoen.

· Slechte infrastructuur is zeer nadelig voor de Europese economie. De trans-Europese

netwerken moeten worden gebaseerd op het groei-initiatief, door ervoor te zorgen dat de ruime hoeveelheid extra middelen wordt geëvenaard door nieuwe maatregelen om de netwerken operationeel te maken en beter te coördineren. Meer transparantie op de energiemarkt draagt er ook toe bij dat de continuïteit van de energievoorziening beter wordt gewaarborgd.

Een klimaat van innovatie die meer betekent dan technologische vernieuwing, moet worden gekoesterd, en nieuwe wegen moeten worden gevonden om vooruit te komen op gebieden als distributie, marketing en design. Europa kan voortbouwen op zijn leidende positie op gebieden als eco-innovatie om de groei en het concurrentievermogen daadwerkelijk te stimuleren.

· Het Europese ondernemersklimaat moet stimulerender zijn voor bedrijven die nieuwe

kansen zoeken. Een goed functionerende interne markt is een absolute voorwaarde voor groei en beter concurrentievermogen. Om ervoor te zorgen dat de echte voordelen van de interne markt ten volle kunnen worden benut, moeten barrières worden geslecht in sleutelsectoren, zoals de financiële dienstverlening en energie. Efficiënte markten en het stimuleren van investeringen en innovatie zijn cruciale elementen om economische groei en werkgelegenheid te scheppen: doeltreffende concurrentie is een van de belangrijkste prikkels om dit te bereiken. Milieutechnologieën kunnen de productiviteit en het concurrentievermogen van het Europese bedrijfsleven te vergroten. Bredere toepassing van informatie- en communicatietechnologieën zal de groei stimuleren door de productiviteit te verhogen, nieuwe markten te openen en de openbare dienstverlening te verbeteren. Voor de Europese informatiemaatschappij zal tot 2010 een nieuwe algemene strategie worden voorgesteld. Het fiscale beleid moet erop gericht zijn bedrijven het leven te vergemakkelijken en het risico van dubbele belastingheffing te voorkomen. Maar dergelijke acties zijn alleen doeltreffend in combinatie met een betere uitvoering van de interne-marktwetgeving en een vermindering van de administratieve belasting. De juiste procedures en remedies moeten ervoor zorgen dat de regels inzake overheidsopdrachten, copyright en industriële eigendom worden toegepast.

Belangrijkste lopende acties

· Omzetting van het groei-initiatief in concrete acties, met name op het gebied van infrastructuur.

· Verdere voorbereiding van het "international fusion energy initiative" (ITER).

· Laatste jaar voor het Actieplan financiële diensten 2000-2005

op herstructureringsproblemen en het starten van een debat over de aanpak van het vergrijzingsprobleem in de Unie.

· De voordelen van de groei moeten alle delen van de Unie bereiken om doeltreffend te zijn.

Dit betekent dat het cohesiebeleid opnieuw moet worden afgestemd en moet worden herzien om ervoor te zorgen dat de middelen niet alleen op de regio's met de grootste behoeften worden gericht, maar ook op sectoren die het beste groeipotentieel kunnen bieden om het concurrentievermogen op regionaal niveau te versterken. Tegelijkertijd kan het beleid op terreinen als informatietechnologie helpen de sociale uitsluiting tegen te gaan door ervoor te zorgen dat meer mensen er toegang toe hebben.

· Europees burger zijn impliceert deelnemen in partnerschap. Burgerschap omvat

maatregelen om de interculturele diversiteit in Europa en daarbuiten in stand te houden, en om te stimuleren dat burgers actief deelnemen binnen de Unie. Door speciale aandacht voor de jeugd kunnen de uiteenlopende belangen van deze groep tot hun recht komen. Verder moet de audiovisuele sector naar aanleiding van recente consultaties worden bijgewerkt.

De duurzaamheid van ons milieu en van onze natuurlijke hulpbronnen wordt allang erkend als een prioriteit van de EU, en maakt onderdeel uit van de solidariteit tussen de generaties:

· De milieuproblemen waarmee Europa te maken heeft, behoeven een gecoördineerd, door

de hele EU gedragen antwoord. Thematische strategieën zijn een nieuwe benadering van milieubeleid om de samenhang tussen verschillende onderdelen van het milieubeleid onderling, en tussen milieubeleid en andere beleidstakken te maximaliseren. Zij zijn zo ontworpen dat met alle beleidsaspecten rekening kan worden gehouden en dat op verschillende manieren kan worden gereageerd op problemen zoals het gebruik van hulpbronnen, afval, bestrijdingsmiddelen, lucht, bodem, stedelijk milieu en zeemilieu. De EU moet er ook voor zorgen dat de milieukosten en de sociale kosten van verschillende vervoerskeuzen transparanter worden gemaakt, en moet de toepassing van duurzame energie verder stimuleren. Maar er moet ook vooruitgekeken worden: we moeten nu reeds bekijken welke strategieën nodig zijn om in het volgende decennium de klimaatverandering aan te pakken. Nu reeds plannen maken voor de aanpassing aan de klimaatverandering, met inbegrip van nieuwe initiatieven voor het verbeteren van de energie-efficiëntie, zal burgers en bedrijven helpen zich ook aan te passen en toekomstige risico's helpen verminderen.

Belangrijkste lopende acties

· Start van het nieuwe systeem voor de handel in emissierechten en de uitvoering van

de Overeenkomst van Kyoto.

· Eerste jaar van de uitvoering van de hervorming van het gemeenschappelijk

landbouwbeleid met de introductie van de bedrijfstoeslag.

· Voorbereiding voor een EU-beleid voor het zeevervoer.

· Uitvoering van het EU-biodiversiteitsplan.

II.3 Veiligheid voor Europese burgers

Veiligheid is een van de eerste behoeften die Europese burgers vervuld willen zien. Om op het gebied van vrijheid, veiligheid en justitie gezamenlijke acties te voeren is een sterke consensus nodig. Risico's in verband met gezondheids- en milieucrises krijgen in toenemende mate een pan-Europese dimensie. In dit verband vinden acties plaats op de volgende

beleidsonderdelen:

· Het vrije verkeer van personen binnen de Unie maakt een gezamenlijke aanpak van

grenscontrole, asielbeleid en immigratie noodzakelijk. Gemeenschappelijke regels inzake legale migratie en terugkeerprocedures zouden potentiële immigranten gelijke voorwaarden bieden. Bovendien moeten de nodige gegevens worden verzameld om het beleid doeltreffend aan te kunnen pakken. Grenscontrole is echter kostbaar en voor de lidstaten die op dat gebied onevenredige verplichtingen hebben, moet een stelsel van lastenverdeling worden opgezet.

· De bedreiging van de veiligheid in een Europa zonder grenzen moet gecoördineerd worden

aangepakt. Door operationele samenwerking in de strijd tegen het terrorisme en de georganiseerde misdaad en door een beter gebruik van inlichtingen zouden sommige van deze gaten worden gedicht. De communicatie zou ook verbeteren als de nationale autoriteiten via betere netwerken met elkaar zouden zijn verbonden, en door algemene toegang tot strafregisters. Uit een verenigd vervoersnetwerk vloeit ook automatisch voort dat de verkeerspolitiediensten van de lidstaten moeten gaan samenwerken. De Unie heeft ook verantwoordelijkheden op het gebied van veiligheid buiten haar grenzen, zoals ten aanzien van doeltreffende douane- en andere controles op goederen voor tweeërlei gebruik.

geactualiseerd in het licht van de wetenschappelijke ontwikkeling en de behoeften van de consument. Consumenten moeten goed worden beschermd op gebieden als additieven, en moeten goede informatie krijgen over welzijnsnormen bij de voedselproductie. Regels op het gebied van diergezondheid en dierenwelzijn moeten ook worden geactualiseerd om rekening te houden met nieuwe wetenschappelijke kennis en om het welzijn en de gezondheidsbescherming te verbeteren.

· Zekerheid van de energievoorziening moet worden bevorderd door op de lange termijn de

afhankelijkheid van de invoer van olie en gas te beperken.

Belangrijkste lopende acties

· Zorg voor voedselveiligheid, fytosanitaire controles, geharmoniseerde verificatie van

de gezondheid van ingevoerde dieren en de veiligheid van ingevoerde voedingsmiddelen en diervoeders.

· Voorbereiding van een nieuw initiatief inzake veiligheidsonderzoek.

· Voorbereiding van de tweede fase van het gemeenschappelijke asielstelsel (inclusief

de uitvoering van het Europees vluchtelingenfonds II).

· Aanscherping van het gemeenschappelijk visumbeleid en verbetering van de

veiligheid van reisdocumenten.

· Intensivering van terrorismebestrijding door versterking van de EU-netwerken en

-capaciteiten.

II.4 EXTERNE PRIORITEITEN

Door de uitgebreide Unie met haar grotere afmetingen wordt steeds duidelijker dat er behoefte is aan een stabiel en algemeen politiek kader ten aanzien van de buurlanden in het zuiden en het oosten: vorming van deze tweede kring van welvaart en stabiliteit is de grootste prioriteit van het buitenlands beleid. Hiertoe moet het nieuwe nabuurschapsbeleid van de Unie volledig worden uitgevoerd. Tegelijkertijd moet het stabilisatie- en associatieproces de hoeksteen van het beleid ten aanzien van de landen van de Westelijke Balkan blijven, en zal het toetredingsproces doorgaan met de pretoetredingsstrategie en met de opening van onderhandelingen met Turkije en met een actieve fase in de onderhandelingen met Kroatië.

Volgens de in de strategische doelstellingen vastgestelde langetermijndoelen is de Commissie van plan in 2005 speciale aandacht te schenken aan acties in twee sferen: de betrekkingen met haar onmiddellijke buren en de noodzaak tot ontwikkeling, met als treffendste voorbeeld Afrika.

· Het Europees nabuurschapsbeleid houdt in dat de voordelen van de uitbreiding van de EU

worden gedeeld met de naburige landen waardoor de stabiliteit, de veiligheid en de welvaart worden versterkt. In 2005 start de Commissie op de nieuwe buurlanden toegesneden actieplannen met doelstellingen voor een heel scala aan politieke, economische en sociale vraagstukken, die als katalysator voor economische en politieke hervormingen werken. Ten aanzien van het mediterrane gebied wordt het Barcelona-proces herzien, om ervoor te zorgen dat het een zeer efficiënt instrument voor partnerschap en dialoog blijft en binnen het nabuurschapsbeleid een regionaal perspectief biedt.

· De uitbreiding wordt voortgezet met het reguliere Strategiedocument inzake de

vorderingen op het gebied van het uitbreidingsproces (monitoringverslagen over Bulgarije en Roemenië en voortgangsverslagen over Kroatië en Turkije). Ook zal verslag worden uitgebracht over de voortgang van het stabilisatie- en associatieproces met de Westelijke Balkan. Tot slot zal worden nagegaan of moet worden aanbevolen dat toetredingsonderhandelingen worden geopend met de Voormalige Joegoslavische Republiek Macedonië.

· De Unie zal een nieuwe verklaring over het ontwikkelingsbeleid opstellen om het pad te

effenen voor een verbetering van de doeltreffendheid van de ontwikkelingsinspanningen van de EU en zij zal zich voorbereiden op de algemene herziening van de millenniumdoelstellingen door de VN in september 2005 door zelf te inventariseren hoe het proces verder kan worden geholpen. Specifieke aandacht voor duurzame financiering ten behoeve van ontwikkeling en doeltreffend multilateralisme moeten hiervan deel uitmaken. Bovendien moet de Unie doeltreffend gebruik maken van haar bilaterale verhoudingen; zo moet het volle potentieel worden gehaald uit de transatlantische verhoudingen.

· De Unie moet ook haar inspanningen voortzetten om de ontwikkelingsronde van Doha tot

· Uitvoering van een nieuw EU-nabuurschapsbeleid via reeds goedgekeurde actieplannen.

· Stabilisatie en associatie in de Westelijke Balkan.

· Voorbereidingen voor de toetreding van Roemenië en Bulgarije.

· Uitvoering van de pretoetredingsstrategie en toetredingsonderhandelingen met Turkije en Kroatië.

· Onderhandelingen over een vereenvoudigd pakket instrumenten voor buitenlands beleid binnen het pakket van de financiële vooruitzichten.

· Samenwerking met de VS ten aanzien van het vredesproces in het Midden Oosten.

· Voortzetting van de huidige regionale of bilaterale besprekingen (Mercosur, GCC)

en andere initiatieven om de handelsrelaties te versterken (VS, Canada, ASEAN).

· Uitvoering van de Europese veiligheidsstrategie en verdere stappen bij het Europees veiligheids- en defensiebeleid.

· De ACS-landen helpen de gevolgen van de hervorming van de suikerregeling in de EU te absorberen.

· Voortzetting onderhandelingen over multilaterale milieuovereenkomsten, waaronder die over klimaatverandering.

III BELEIDSUITVOERING EN BETERE REGELGEVING

De EU moet strenge normen hanteren voor haar bestuur en regelgeving, wil de uitvoering van EU-beleid geloofwaardig en legitiem zijn. Met name betere regelgeving en verbeterde kwaliteit van wetgeving dragen rechtstreeks bij tot het stimuleren van de groei, het concurrentievermogen en de werkgelegenheid, terwijl de burgers en het milieu tegelijkertijd adequaat worden beschermd. De Commissie erkent het belang van betere regelgeving en zal derhalve in het eerste kwartaal van 2005 haar strategie voor vereenvoudiging en verbetering van de regelgeving nieuw leven inblazen.

· Subsidiariteit en proportionaliteit Het werk van de Commissie wordt de maat genomen

langs de meetlat van subsidiariteit en proportionaliteit: de EU moet alleen handelen wanneer dat noodzakelijk is en daarvoor de lichtst mogelijke vorm kiezen. De Commissie wijst op de speciale rol die in de Grondwet aan nationale parlementen wordt gegeven ten aanzien van subsidiariteit.

beleid. Wanneer de Commissie belanghebbende partijen raadpleegt zal zij zoveel mogelijk de minimumnormen voor raadpleging1 toepassen.

· Effectbeoordeling De Commissie is van mening dat effectbeoordeling een belangrijk

instrument is om ervoor te helpen zorgen dat bij het formuleren van het beleid alle feiten volledig bekend zijn, en zij zal het ontwikkelen van de middelen hiervoor voortzetten2. Effectbeoordeling stuurt het proces van beleid maken via een open analyse van de opties en zorgt voor een methode om ervoor te zorgen dat volledig met de economische, sociale en milieufactoren rekening wordt gehouden. Vervolgens kan op heldere en toegankelijke wijze aan het publiek duidelijk worden gemaakt waarom een bepaald voorstel wordt gedaan. Alle voorstellen in dit werkprogramma worden daarom standaard aan een effectbeoordeling onderworpen. In dit verband zal de Commissie ervoor zorgen dat bij effectbeoordelingen

op adequate wijze rekening wordt gehouden met het

concurrentievermogen. De enige gevallen waarvoor effectbeoordeling niet nodig is, zijn groenboeken en raadpleging van de sociale partners. In die gevallen wordt in een later stadium een effectbeoordeling gehouden als het initiatief wordt voortgezet.

· Omzetting en tenuitvoerlegging De Commissie zal het wetgevingsproces in zijn geheel

bewaken. Zij zal haar inspanningen intensiveren om de nieuwe aanpak van de toepassing van communautaire wetgeving3 uit te voeren, met name via preventieve maatregelen en, zo nodig, de strenge behandeling van inbreuken.

· Vereenvoudiging In het kader van het Actieplan "Vereenvoudiging en verbetering van de

regelgeving" van juni 20024 heeft de Commissie in februari 2003 een actiekader voor "Modernisering en vereenvoudiging van het acquis communautaire"5 gepresenteerd dat erop gericht is het afgeleid recht van de EG duidelijk, begrijpelijk, modern en gebruiksvriendelijk te maken ten behoeve van de burgers, economische actoren en overheidsinstanties. Begin 2005 zal de Commissie uitvoerig over de uitvoering van het actiekader voor vereenvoudiging uit 2003 rapporteren en haar plannen kenbaar maken ten aanzien van toekomstige werkzaamheden om bestaande wetgeving te vereenvoudigen, en tevens zal zij haar draaiboek voor vereenvoudiging bijwerken. De Raad heeft in november 2004 een lijst van prioriteiten voor vereenvoudiging goedgekeurd op basis van suggesties van de lidstaten en heeft de Commissie opgeroepen de nodige actie te ondernemen6. De Commissie neemt zich voor tegen maart 2005 te reageren op de door de Raad voorgestelde prioriteiten, maar dit werkprogramma voor 2005 bevat reeds het antwoord van de

Commissie op sommige prioriteiten van de Raad7.

Bij de uitvoering van het codificatieprogramma van de Commissie is in 2004 vertraging opgetreden als gevolg van de problemen met de vertaling in de nieuwe lidstaten, maar de bedoeling is dat in de loop van 2005 een beduidend groter aantal wetgevingsvoorstellen zal worden gecodificeerd.
