Target Group

The seminar has been designed for officials working in national and regional administrations, non-governmental organisations and academics dealing with the transposition, enforcement and inspection of EU environmental and climate policy. It is intended for beginners as well as for officials who wish to update their knowledge on different aspects of implementation of environmental legislation.

Description

With the Treaty of Lisbon, Member States will be faced with a situation where financial penalties in case of non-application of EU environmental legislation will be more likely. As recent prominent cases in the waste sector show, proper implementation of EU directives and regulations can still be regarded as a major problem of environmental policy. This is also indicated by the review of the 6th Action Programme. The seminar will discuss problems of implementation of EU legislation in the field of environment and climate policy in different sectors (waste, air pollution, biodiversity, energy efficiency, etc.) dealing with examples from these policies. What are the latest developments with respect to the implementation of environmental directives and regulations? What type of infringement procedures are currently being started by the European Commission? Do the Member States also take into account the importance of implementing acts and delegated acts under the new comitology procedures? In the course of the seminar, the role of institutions, working groups and committees in the field of environmental and will be discussed in detail. How can Member States take future transposition and enforcement needs better into account when negotiating EU legislation? How can national governments better involve regional and local administrations in order to avoid problems in the field of enforcement and inspection? There will also be a broader debate on former ideas to streamline inspection practices at the EU level.

Learning Methodology

A combination of discussions, lectures, experiences of practitioners and interactive simulation exercises.

Objectives

The seminar will focus on examples of recent legislation and the role of actors and institutions in the implementation process. This will be done in an interactive way through simulation games using the examples of recent environmental legislation. The seminar will also provide updated documentation on court cases and comitology procedures, as well as on important contacts and sources of information in the environment field.
