To assist in the implementation of TEN-T projects involving public-private partnerships or other private sector financing mechanisms, by providing support and advice on financial and institutional aspects relating to the preparation, formulation, feasibility, analysis, monitoring and evaluation of such projects. The financial engineering manager shall work autonomously under the supervision of the Senior Financial Engineering Manager and the Head of Unit. He/she shall also work closely and collaborate fully with a wider team of colleagues of the Agency, the European Commission and the European Investment Bank.
Financial and institutional analysis and follow up of transport projects and project proposals involving private and public funds

-In close collaboration with all concerned colleagues and parties, analyse, follow-up and provide advice on all financial and institutional aspects of projects and project proposals under his/her responsibility.

-Ensure collaboration and co-ordination with colleagues and services in order to disseminate experiences on best practices and lessons learnt in the development of public-private partnership models for transport projects via appropriate means of communication (presentations, articles, workshops, seminars, publications, etc).

-Identify opportunities to improve the participation of the private sector in the financing of TEN-T projects through targeted activities in the project preparation phase.

-Provide assistance to national, regional or local authorities to facilitate the optimisation of EU funds to support the implementation of projects utilizing public-private partnership procurement.

-Collaborate and cooperate with EIB, regarding financial, regulatory and institutional aspects, in the development, feasibility, appraisal, analysis, structuring and subsequent monitoring of transport infrastructure projects and project proposals involving private funding, in particular TEN-T projects.
Policy development, coordination and communication
-
-Follow policy, legal, regulatory and institutional developments and funding/financing practices at international and national level in the promotion of public-private partnerships for transport projects as well on the Commission's relevant policies, as appropriate.

-Collaborate and co-operate with DG MOVE and other related policy DGs and the EIB in the assessment, development and formulation of EU transport policies and programmes, including specific recommendations on financial instruments (such as project bonds, LGTT) in order to effectively promote and encourage private financing of transport projects

-Cultivate and maintain contacts with partners and stakeholders and coordinate or participate in networks of excellence, expertise, and knowledge sharing activities.

-Participate in meetings, working groups and task forces with EU institutions, the EIB, Member States and other bodies, such as EPEC, to represent the Agency.

-Regularly review financial instruments and methodology in the domain of transport infrastructure project finance and propose adaptations that would facilitate their use in the TEN-T programme.
Reporting of programmes/projects

-Prepare or contribute to the preparation of replies to questions from the Agency, DG MOVE, Member State authorities, European institutions and the general public on the general, financial, regulatory and institutional matters concerning the participation of the private sector in financing TEN-T projects.

-Contribute to the Agency's internal and external reports on progress, by preparing reports and/or contributing to such reports, and by ensuring the regular updating of the Agency's management information systems.
Effective participation and contribution to team work
-
-Under the leadership and supervision of the Senior Financial Engineering Manager and Head of Unit, carry out his/her tasks in a timely and effective manner and work together with the operational colleagues to support the mission and priorities of the Unit and the Agency. He/she shall also liaise and collaborate with the Agency legal team as required.

-Contribute to the definition of the Unit’s overall strategic objectives, work programme and specific objectives of the financial engineering sector.
-
-Maintain effective communication and share information within the Unit members, in particular the senior financial engineering manager and legal officers, ensuring that they are all aware and regularly informed on all developments related to their work and performance.

-Contribute and adhere to the promotion of the respect of norms, codes of conduct, procedures and control standards.
A. Eligibility criteria
-
-A level of education which corresponds to completed university studies of at least three years attested by a diploma and appropriate professional experience of at least one year.
-
-Thorough knowledge of one of the languages of the Union and a satisfactory knowledge of another EU language to the extent necessary to perform his/her duties.
In addition, in order to be eligible a candidate must:

-be a national of one of the Member States of the European Union;
-
-be entitled to his or her full rights as citizen;
-
-meet the appropriate character reference as to his/her suitability for the performance of his/her duties;
-
-have fulfilled any obligations imposed by the applicable laws concerning military service, and;
-
-be physically fit to perform the duties linked to the post.
B. Selection criteria
Essential:
-
-A level of education which corresponds to completed university studies, in finance, attested by a degree for which the normal period of university education is four years or more or attested by a diploma for which the normal period of university education is at least three years and appropriate professional experience of at least one year.

-Work experience in finance, such as banking, project finance, debt or equity capital markets that preferably involved the transport sector; alternatively, work experience in a public authority or private sector entity with direct involvement in the implementation of
public-private partnerships for economic infrastructure
-
-Very good command of the English language in the technical fields concerned.

-Good interpersonal and communication skills.
-
-High degree of organisational skills and ability to work under pressure.

-Proven ability to work as a team member.
-
-Ability to appreciate and follow priorities.
Advantageous:

-Additional professional experience in the financial set up of public and private partnerships, in particular in transport-related projects.

-Good drafting, co-ordination and problem-solving skills.

-Familiarity with Member States' transport infrastructure planning and investment policy, as well as with the Commission's transport policy.

-Experience of working in a multi-cultural and international environment and/or previous experience in the EU institutions.

-Knowledge of more than two European Union languages, in particular working languages (French and/or German).
