"Regrettably, the winds of populism are affecting a key achievement of European integration: the free movement of persons within our borders, with respect for the conditions," EU council chief Herman Van Rompuy said Wednesday in Bucharest. Romania's Schengen accession is delayed by Dutch resistance linked to a populist party.
