Target Group

National and EU officials, third-country diplomats and representatives, as well as other interested stakeholders. Although this one-week course on decision-making was developed with the needs of civil servants in mind, it is equally suitable for other professional groups dealing with EU affairs, especially with EU trade policy.

Description

This two-day seminar focuses on new developments in the common commercial policy (trade policy) of the EU. It first analyses the major changes in EU decision-making policy. It highlights the newly gained role of the European Parliament as well as the external factors shaping international trends in trade relations. On the second day it looks into Member States’ preferences as well as the processes and procedures involved in arriving at the EU’s negotiating position in trade negotiations. The seminar concludes with insights into lobbying activities in Brussels in the area of trade policy.

Learning Methodology

The seminar combines presentations, supported by in-depth case studies, including interactive components, namely a fully-fledged simulation game of a trade policy committee, with the aim of understanding the Commission’s negotiating directive.

Objectives

The seminar is designed to bring the participants up to date with the post-Lisbon reality of trade policymaking in the EU. The participants will be able to manage a trade policy dossier through all of its stages as well as understand and engage with other stakeholders’ interests. Through a simulation of negotiations in a Council committee, participants will not only understand other Member States’ preferences, but also experience negotiations in a Council-like setting.
