Target Group

The seminar will be targeted at civil servants (diplomats, EU officials, representatives of international organisations, etc.) and academics working in the field of EU external relations who are interested in gaining further and up-to-date expertise in this domain.

Description

The European External Action Service (EEAS) introduces a new level of European Diplomacy, by bringing together EU officials and national diplomats into one common structure. However, the Lisbon Treaty also states that the EEAS will not affect the formulation and conduct of foreign policy and national representation of the Member States. The objective of the seminar is to analyse the patterns of interaction of the EEAS with the 27 national diplomacies of the EU Member States. The seminar will not only look at the structure of the new service, but also compare different diplomatic traditions in the Member States and see how the EEAS integrates with these national visions of diplomacy. Will the EEAS be a new added-value level of diplomacy, thus changing the patterns of post-Westphalian diplomacy? How big are the chances for the EEAS to increase the coherence, consistency and visibility of the EU as an external actor?

Learning Methodology

A combination of presentations, interactive discussions and practical exercises will be proposed to the participants who will be encouraged to contribute to the different sessions by sharing their views and expertise. High-level experts from various backgrounds (academics and practitioners) will provide sound information, expertise and analysis on the different topics.

Objectives

The objective of the seminar is to allow the participants to deepen their knowledge in this field and to better prepare them for the challenges of working at a European level of diplomacy.

European Institute for Public Administration (EIPA)

Dit onderzoeksinstituut streeft ernaar om de kennis van ambtenaren die zich met de EU bezighouden te vergroten door het ontwikkelen en aanbieden van uiteenlopende hoogwaardige diensten zoals lespakketten. Het instituut wil wetenschappelijke kennis en praktische 'know-how' met elkaar verbinden. Het European Institute for Public Administration (EIPA) bestaat al meer dan 25 jaar.
