ORGANISATIONAL

LOCATION The Finance & Business Services Directorate:

The Finance & Business Services Directorate delivers the following services: Finance (budget and accounting),

establishment of the Agency's Business Plan, Applications Management, Outsourcing to National Aviation

Authorities and Qualified Entities, Procurement, IT/IS and Corporate Services including Facility Management.

The Applications & Procurement Services Department is responsible for the implementation of the Fees &

Charges regulation, the administrative management of applications and certificates, the outsourcing of certification tasks to National Aviation Authorities and Qualified Entities and the general procurement of the Agency.

The Certification Outsourcing Section is responsible for the assignment (and subsequent monitoring) of

certification and generic projects to appropriate internal or external resources, as determined by the Applications

Management section. A significant amount of work is outsourced to external resources, namely the National

Aviation Authorities, and to Qualified Entities. The framework service contracts under which this is done are

negotiated and managed by the section, together with the requisite financial arrangements including budget

planning, budget monitoring and reimbursement for the work performed.

JOB CONTENT

Reporting to the Certification Outsourcing Section Manager, the job holder will assist the Section in organising

and promoting the procurement of certification services from external service providers. This includes the related

contractual, financial and administrative arrangements in order to ensure an effective and efficient outsourcing in

accordance with the Agency's needs.

The jobholder will be in particular responsible for:

The organisation, monitoring and follow up of the outsourcing of certification tasks by: o

Developing and negotiating contractual and financial arrangements with certification service providers ;

o

Monitoring the budget for the outsourcing ;

o

Monitoring and verifying the purchasing of certification tasks ;

o

Participating in relevant EASA working groups.

Establishing and maintaining good working relations with providers of certification services by: o

Preparing and performing regular meetings with National Aviation Authorities and Qualified Entities in

order to exchange information in respect to the provision of certification services and the related

administrative processes;

o

Developing the relevant procedures, work instructions and policies for the outsourcing of certification

tasks, the related contractual and financial arrangements thereof;

Monitoring and analysing the administrative performance of service providers through contractual

oversight and audits.

The provision of analyses, reports and statistics on outsourced certification tasks in order to support the EASA

management in its decision making by: o

Monitoring and analyzing administrative performance of service providers;

o

Compiling statistical data and key figures from the Agency's SAP system;

The compilation of regular scoreboard data and data for financial planning;

Participating in accreditation audits in order to ensure that service providers have the necessary

administrative organisation, processes and expertise in accordance with the related contractual arrangements.

PROFESSIONAL QUALIFICATIONS AND OTHER

REQUIREMENTS A. ELIGIBILITY CRITERIA

    At least a level of education which corresponds to completed university studies attested by a diploma when the

normal period of university education is three years and, after having obtained the university degree, at least

3 years of professional experience;

Where justified in the interests of the service, professional training of an equivalent level, in a relevant

technical domain and, after having completed the professional training, at least the professional experience

indicated in the table below:

    Thorough knowledge of one of the languages of the Communities and a satisfactory knowledge of another

B. SPECIFIC COMPETENCES AND SKILLS

  • a) 
    Essential

Proven familiarity with EU and non-EU Civil Aviation Authorities and other organisations operating within the

scope of the Agency's certification activities as shown by training and/ or professional experience;

Completed university studies in a technical domain and/or technical training on an equivalent level;

Proven experience in developing procedures, work instructions and policies with respect to technical and/or

administrative processes;

Good ability to write clear and concise reports;

Very good knowledge of current IT tools;

Very good communication skills;

Very good command of both written and spoken English.

Prior to the appointment, the successful candidate will be asked to provide a Police certificate confirming the absence of

    Advantageous

Knowledge of the EU legal requirements for certification of aeronautical products and organisations;

Practical authority- and/or industry-working experience in the fields of aeronautical products certification,

approval of organisations, flight standards or operations;

Practical experience in the area of third party auditing;

Professional experience in the field of data management;

Professional experience in multicultural environments;

Practical experience of an ERP tool as shown by training and/or professional experience.
