Het Eco-AP zal daarom gericht zijn op het stimuleren van innovatie die de druk op het milieu vermindert of tracht te verminderen en de kloof tussen innovatie en de markt dicht of tracht te dichten. Het zal onder andere enkele acties die in het stappenplan van het vlaggenschipinitiatief 'Efficiënt gebruik van hulpbronnen' zijn vastgesteld, verder uitwerken.

Eco-innovatie is elke vorm van innovatie die uitmondt in of gericht is op significante en aantoonbare vooruitgang in de richting van duurzame ontwikkeling, door het beperken van milieu-effecten, het verhogen van de bestandheid tegen milieudruk, of het verwezenlijken van een efficiënter en verantwoordelijker gebruik van natuurlijke hulpbronnen.

In het meerjarig financieel kader voor 2007-2013 voorziet de Europese Commissie in steun voor onder andere onderzoeks- en demonstratieprojecten voor eco-innoverende technologieën en de marktpenetratie daarvan via het zevende kaderprogramma voor onderzoek en technologische ontwikkeling (KP7), het kaderprogramma voor concurrentievermogen en innovatie (KCI), het Europese eco-innovatieplatform, en het onderdeel 'milieu' van LIFE+. In synergie met deze programma's kunnen lidstaten en regio's ook een beroep doen op steun in het kader van het cohesiebeleid voor de verdere ontplooiing en toepassing van eco-innovatie.
