Notice is hereby given of the above vacancy which will be filled by competitive examination open to nationals of Council of Europe member states.

Job mission

Under the authority of the Director of the European Directorate for the Quality of Medicines & Healthcare and the Head of the Certification Division and in compliance with Council of Europe’s values and regulations, the incumbent will act as an Inspector of active pharmaceutical ingredients manufacturing sites to ensure GMP and dossier compliance in the framework of the EDQM’s Certification of Suitability to the Monographs of the European Pharmacopoeia Procedure , in accordance with procedures, guidelines and priorities and with a concern for quality, efficiency and accuracy.

[1] The total length of employment under fixed-term contracts will not exceed five years.

Key Activities

The incumbent will perform the following duties:

  • carry out inspections according to the annual inspection programme, and draft/edit inspection reports;
  • organise inspection campaigns (mainly in Asia); and ensure follow-up of inspections, in collaboration with others members of the Certification Division’s inspection team;
  • collect information and contribute to the preparation of the annual programme;
  • take part in the representation of the EDQM inspection programme in the context of international collaborations;
  • take part in the implementation and improvement of EDQM’s Quality Management System by elaboration and revision of any necessary documents related to the inspection activities.

Competencies

§ Vision on international affairs: awareness of international scientific and regulatory activities in the pharmaceutical and medicines field.

§ Managerial skills: management and assessment of projects.

§ Professional and technical competencies:

  • university degree in pharmacy, chemistry, biochemistry or other relevant discipline;
  • experience as an official GMP inspector of a national competent authority, involved in inspections of manufacturing sites of active pharmaceutical ingredients and/or finished medicinal products;
  • good knowledge of the European Pharmacopoeia monographs and the European Pharmaceutical legislation;
  • ICT skills: ability to use current ICT tools;
  • planning and work organisation; information-seeking;
  • analytical thinking, problem-solving and judgement skills; conceptual thinking.

§ Interpersonal skills: service and client orientation, team working, relationship-building, networking, advising, negotiating, diplomacy.

§ Communication and linguistic skills: communication, writing and presentation skills; very good knowledge of one of the official languages (English) in oral and written communication; good knowledge of the other (French) would be an advantage; knowledge of other European languages desirable; can express and present oneself and draft clearly, concisely and convincingly in English or French.

§ Personal attitudes: initiative and responsibility, result-orientation and sense of continuous improvement, concern for quality and efficiency, adaptability, self-management and development, organisational alignment.

· Personal values: integrity, loyalty and conscience, discretion, independence and confidence, respect for diversity.

Language Requirements

Very good knowledge of one of the official languages (English) in oral and written communication; good knowledge of the other (French) would be an advantage; knowledge of other European languages desirable.

The Council of Europe is a political organisation founded in 1949 in order to promote greater unity between its members. It now numbers 47 member States. The Organisation’s main aims are to promote democracy, human rights and the rule of law, and to develop common responses to political, social, cultural and legal challenges in its member States. The mission of the European Directorate for the Quality of Medicines & Healthcare (http://www.edqm.eu) is to contribute to the basic human right of access to good quality medicines and healthcare and to promote and protect human and animal health.

The recruitment procedure consists of three stages: preliminary selection, written examination and interview with the Appointments Board (external recruitment procedure organised in accordance with Article 15 of the Regulations on Appointments).

Appointment(s) will be made at grade A1 or A2, depending on the professional experience of the candidate. The first two years of employment will constitute a probationary period. At the end of this probationary period and provided the staff member’s work is considered satisfactory, he/she will be offered a further contract of fixed-term duration. The total length of employment under fixed-term contracts will not exceed five years. The compulsory retirement age is 65.

Following this competition, a reserve list of successful candidates, in order of merit, may be established. It will be notified to the applicants concerned. This list will be valid for two years with the possibility of extending it to a maximum of four years. During the period of validity of the reserve list, candidates on the list may be offered employment of fixed-term duration, should a permanent post or a fixed-term position corresponding to candidates’ qualifications become vacant. It should be noted that placement on a reserve list does not give candidates the right to an appointment within the Council of Europe. Moreover, the choice of candidates from a reserve list is not only made solely according to the order of merit.
